Sunyani West NDC chases EC over ‘bloated’ register

The National Democratic Congress in the Sunyani West Constituency of the Bono Region say they have uncovered “unaccounted bloated figures” in the provisional register the Electoral Commission (EC) provided after its voter registration exercise.

According to a statement signed by the NDC parliamentary candidate for Sunyani West, Millicent Yeboah Amankwaah, the total number from the EC was at variance with the numbers the party recorded from the daily print out documents during the voter registration exercise.

“The NDC were able to identify over 4, 917 additional names of registrants who have been successfully added onto the provisional voter register for Sunyani West Constituency by Jean Mensa in Accra,” she noted.

Madam Amankwaah said “after the registration exercise, 73, 578 electorates were captured onto the voter register but to our dismay, this figure had balloon to 78, 495 registrants at our blind side at the EC Headquarters in Accra; a desperate attempt by Jean Mensa to put onto the register, over 4, 917 non existing names, clearly in a rigging exercise for the NPP candidate for Sunyani West.”

PRESS CONFERENCE ADDRESSED BY THE NDC PARLIAMENTARY CANDIDATE FOR SUNYANI WEST, HON MILLICENT YEBOAH AMANKWAAH ON THE BLOATED VOTER REGISTER AND THE DELIBERATE ATTEMPT BY JEAN MENSA TO REPEAT SAME IN THE VOTER TRANSFER EXERCISE.

The supporters of the National Democratic Congress, the Sunyani West Electorates, Friends of the Media, Ladies and Gentlemen, we wish to welcome you all to this important engagement to discuss matters of extreme concern in relation to the recently compiled voter registration exercise and the ongoing voter transfer exercise in the Sunyani West Constituency.

The National Democratic Congress in the Sunyani West Constituency, after the New Voter Registration exercise which was conducted by the Jean Mensa led EC from Tuesday, 30th June to Thursday, 6th August, 2020, and the subsequent ten (10) days voter register exhibition exercise from Friday, 18th September to Sunday, 27th September 2020, led to the NDC in the constituency to uncover a huge unaccounted bloated figures compared with the daily print out documents during the voter registration exercise against the EC provisional register that was exhibited.

The NDC were able to identify over 4, 917 additional names of registrants who have been successfully added onto the provisional voter register for Sunyani West Constituency by Jean Mensa in Accra.

That is, after the registration exercise, 73, 578 electorates were captured onto the voter register but to our dismay, this figure had balloon to 78, 495 registrants at our blind side at the EC Headquarters in Accra; a desperate attempt by Jean Mensa to put onto the register, over 4, 917 non existing names, clearly in a rigging exercise for the NPP candidate for Sunyani West.

For the avoidance of doubt, the NDC on 2nd October, 2020, officially wrote to the EC to inform them of this worrying anomalies but to the greatest shock, nothing has been done nor heard from the EC and this continuous deliberate silence on such a serious electoral infraction confirms the suspicion we have had that Jean Mensa has been in bed with the NPP candidate to embark on a rigging plan by using the ongoing voter transfer window to regularize the illegality that has been perpetuated by Jean Mensa and the NPP candidate during the voter registration exercise as the only last hope to forcibly hang onto the seat due to his abysmal performance and total rejection by the people of Sunyani West Constituency.

The reliable information we have received from a source suggest that Jean Mensa and the NPP candidate want to use this ongoing voter transfer exercise to illegally transfer many voters onto the Sunyani West constituency knowing very well that the NPP candidate, who is also the Minister for Employment and Labour Relations is losing the election and that I, Millicent Yeboah Amankwaa, as the Parliamentary Candidate for the NDC, together with the NDC fraternity, will use every available legal means to resist this rigging machinery.
According to the Public Election Regulation, 2020 (CI 127) Regulation 22 (1),
‘‘a registered voter who before an election is resident for not less than twelve months in a constituency other than that in which the person registered may apply to the returning officer of the constituency where the person is resident for the name to be entered on the transferred voters list of a polling station in that constituency’’
Again, Sub-regulation 2, however, makes concession for only students and members of the security services on special duties. It stated that,
‘‘registered students and officers may apply to the returning officer of the constituency where they are residents or ordinarily resident for their names to be entered on the transferred voters list of a polling station in that constituency’’.

Other voters seeking transfer, according to sub-regulation 3, shall provide physical proof of the new residence in addition to signing a declaration.

Ladies and Gentlemen, considering the total number of registered voters in the constituency, we are not expecting any mass transfer of voters either from Sunyani West Constituency or from other constituencies to Sunyani West in this ongoing voter transfer window. On this note, we therefore demand for the daily printout of all the transferred and the proxy voters list.
